The developmental activities in the entire BTC area are being taken up by CD and RD wings of Panchayat and Rural Development Department.

DRDA is one of the developing agency which implement rural development works for eradication of poverty in rural area. During the year 2004-05 and 2005-06 DRDA has taken up various development works under the programmes of SGRY, SGSY, IAY (NC and UG), PMGY (NC and UG), NFFWP, IWDP, CD and award of 11th Finance Commissions.

1. SGRY : Under this programme total amount received during 2004-05 is Rs. 2028.14 lakhs including fund of previous year of SGRY. The availability of fund during this current year is Rs. 2322.18 lakhs including the carry over fund of Rs. 186.14 lakhs from the previous year of SGRY. The expenditure made under this programme is Rs. 2249.17 lakhs and 70.469 lakhs mandays were generated. Total rice lifted during this year is 21380 MT and the same is distributed to the worker at a subsidized rate of Rs. 8 per kg. The total numbers of IBS beneficiaries covered during 2004-05 is 2965 numbers with financial involvement of Rs. 190.00 lakhs.

During the financial year 2005-06 the DRDA has the total available of fund Rs. 4063.99 lakhs including the opening balance of amount Rs. 138.80 lakhs of previous year. Out this total amount Rs. 2634.94 lakhs has been utilized by generating 58.285 lakh mandays. About 5383 numbers of beneficiaries has been benefited under IBS by utilizing Rs. 430.45 lakhs. A total quantity 10210 MT rice has been lifted against the allocation of 29176 MT during the 2005-06 and utilized as per plan.

2. IAY (New Const.) : Under this programme the total amount received during 2004-05 is Rs. 748.06 lakhs including fund of previous year. The total available fund during the current year is Rs. 839.95 lakhs including the carryover fund of preceding year of Rs. 91.89 lakhs. The expenditure made under this programme is Rs. 741.49 lakhs against the construction of 2755 numbers of houses.

During 2005-06, the DRDA, Kokrajhar received Rs. 912.29 lakhs of fund under this programme. Out of the total available fund of Rs. 1010.75 lakhs including the carryover fund of Rs. 98.46 lakhs, an amount of Rs. 483.21 lakhs has been utilized till date for construction of 5268 numbers of IAY houses.

3. IAY (Up-Gradation) : The total amount received during 2004-05 is Rs. 187.02 lakhs including the fund of previous year. The total availability of fund during current year is Rs. 204.29 lakhs including the carryover fund of Rs. 17.27 lakhs from previous year. The expenditure made under this programme is Rs. 150.39 lakhs against the completed 1509 numbers of IAY houses.
During the year 2005-06 total amount of Rs. 86.86 lakhs has been received including the fund of previous year. During the year total fund available under this programme is Rs. 140.22 lakhs including opening balance of Rs. 53.36 lakhs of previous year. An amount of Rs. 122.23 lakhs has been utilized for up gradation of 180 numbers of houses.

4. PMGY (New Const.) : During 2004-05 under this programme the DRDA, Kokrajhar has received Rs. 43.56 lakhs for construction of PMGY houses. The DRDA has received only Cash Component under this programme and accordingly total fund received was released to all implementing agencies for construction of 697 numbers of houses.

5. PMGY (Upgradation) : Under this programme the DRDA has also received an amount of Rs. 56.56 lakhs during 2004-05 against the Cash Component up gradation of houses. Out of this amount, 3771 number of beneficiaries have benefited for up gradation of their houses.

6. SGSY : During the financial year 2004-05, an amount of Rs. 158.52 lakhs has been released as subsidy to 166 number of SHGs against Rs. 317.04 lakhs of Credit. Altogether, Rs. 72.50 lakhs has been utilized as revolving fund for 725 numbers of SHGs. During this year the total amount utilized for development of SGSY infrastructure as below :

During 2005-06 the DRDA has received Rs. 416.85 lakhs under SGSY. Out of the total Rs. 501.10 lakhs including the opening balance of Rs. 92,25 lakhs, and amount of Rs. 247.37 lakhs has been utilized till today.

In the district total 2560 numbers of SHGs has been formed from inception, out of which 1083 number of SHG qualified for Grade-1 stage. The economic activities taken up by 783 numbers of groups. The total women group in the district is 1076.

7. NFFWP : The DRDA, Kokrajhar is one of the five districts in Assam which is implementing the National Food For Work Programme. A total amount isRs.4962.59 lakhs has been received during 2004-05 as a Cash Component and some 32490.00 MT of rice allocated or the district against the programme. The utilization of fund and rice component is 85% out of received amount.

9. IWDP : This is a major programme undertaken by DRDA, Kokrajhar. In the district there are four numbers of watershed projects being implemented by the various PIAs. These are Aie-Taklaie, Jakati-Kaora, Hel-Longa and Gaurang Tarang watersheds.

A. Aie-Taklaie Watershed project : The project has been implemented in Sidli-Chirang Dev. Block covering the 11559 Ha. Comprising 23 numbers of Micro Watersheds. Out of the project cost of Rs. 693.54 lakhs an amount of Rs. 515.17 lakhs has been received up to 5th Installment. The remaining 6th and 7th installment awaited from the Govt. The two PIAs i.e. DAO, Kokrajhar and DFO, SF, Kokrajhar has engaged for implementation of the project. An amount of Rs. 489.05 lakhs has been utilized for covering the 9825 hect. for development of this area. Total mandays generated is 98780.

B. Jakati-Kaora watershed Project : Under the guidelines of Hariyali, Jakati-Kaora project was sanctioned during the year 2003-04 for implementation in Kachugaon Dev. Block as the PIA. Out of the total Rs. 360.00 lakhs project cost against 6000 hect. Treatable area an amount of Rs. 162.00 lakhs has been received up to 2nd installment. Out of this amount, Rs. 149.07 lakhs has been utilised December’05. As per Govt.’s instruction the NIRD (NERC) Guwahati has been approached to conduct Mid-Term Evaluation of the project.

C. Hel-Longa Watersheds Projects : This project is sanctioned by the GoI during 2004-05 for implementation in Dotma Dev. Block under Hariyali guidelines. The project cost is Rs. 300.00 Lakhs and the area of the project is 5000 hector. Under this programme an amount of Rs. 157.40 lakhs have been received up to 2nd instalment. An amount of Rs. 120.72 lakhs has been utilised till December, 2005.

D. Gaurang-Tarang Watersheds Project : This programme has been sanctioned by the Govt. during August, 2005 for implementation in the Kokrajhar Dev. Block. The project cost of the Gaurang-Tarang Wattersheds is Rs. 360.00 lakhs covering the 6000 hectors. For starting initial work some Rs. 1.00 crore has been received as a 1st instalment from the MORD GOI as being the central share for this project. The awareness programme, sensitisation, formation of WCs, Was, UGs, HSGs are going on.

E. The Physical Achievement : Under the IWDP, the DRDA, Kokrajhar has made remarkable progress in the field of Agriculture, Social Forestry, Construction of Bundh, Dong, Spillway etc. The following physical features are shown against the Aie-Taklaie, Jakati-Kaora and Hel-Longa watersheds :

10. Award of 11th Finance Commission : During the financial year 2004-05, BTC received an amount of Rs. 2,40,59,789.00 from Deputy Commissioner, Kokrajhar and Chief Executive Officers of Sonitpur, Bongaigaon, Darrang and Dhubri Zilla Parshad. No fund was received from CEO, Nalbari and Barpeta Zilla Parishad under 11th EFC during 2004-05. The following schemes were implemented as per Govt. guidelines in BTC area.

Construction/Repairing of VCDC offices.
5.
Purchase of office furnitures for VCDC office.

Street lighting.

The Govt. of Assam has also released an amount of Rs. 5,57,63,099.00 under the award of 11th Finance Commission 2005-06. The following schemes were recommended to be taken up for implementation :

Primary Health Care.

Safe Drinking Water.
4.
Street Lighting.
5.
Sanitation including drainage and scavenging facilities.
6.
Maintenance of creation and burial grounds.
7.
Public conveniences and other common property resources.

11 CD Schemes : In BTC, 80% of the population live in rural area. Hence, the development activities in the entire BTC area were being planned to taken up by RD and CD wings of the Panchayat and Rural Developmewnt Department with the meagre fund that were allocated by Govt. in the Annual State Plan for the year 2005-06. The budgeted annual plan allocated to BTC was not sufficient for development activities in BTC area with large geographical area and population thereof.

Nature of Scheme : Small schemes like construction of rural roads, box-type culverts, wooden bridges, bamboo foot bridges constructed in rural areas during 2005-06. The other small schemes like agricultural bundhs, canals, educational buildings, minor irrigation projects, water supply schemes, waiting sheds, sanitary latrines, community halls that are essential to the rural people were also taken with meagre funds.
